This consulting service is designed to provide Government of Vietnam’s (GOV’s) Ministry of Transport (MOT) through the Directorate for Roads of Viet Nam (DVRN), its authorized executing agency, the capacity to critically assess the effectiveness, the financial and transparency of the investments, the prioritization of road network for improvement and maintenance, among others. A technical audit is being conducted at the project site/s twice a year for five years within two months after the closure of the annual fiscal budget. The audit is comprehensive and includes an analysis of the entire implementation process of the selected components of the project, both completed and on-going or in process. The audit involves examination of civil works contracts, the quality of detailed designs and studies, the quality of works and the procurement process either for goods or consulting services. Verification is being undertaken to determine conformance with the quality norms and performance indicators as per the Operations Project Manual (OPM) and the Technical Specifications and Conditions of Contracts. All audit findings and recommendations is incorporated in the Audit Report.
